In high-threat operations, a TEMS team provides medical support that is integrated with tactical activities, often working directly with law enforcement. They exist to deliver immediate medical care while scene safety is maintained and officers proceed with the mission. This means rapid assessment, bleeding control, airway management, casualty stabilization, and planning for safe extraction and transport—all under the constraints of a potentially dangerous environment. TEMS teams also coordinate with police to determine when and how patients can be moved to safety and to definitive care, ensuring medical actions do not compromise the ongoing operation. This role is distinct from routine EMS work, hospital logistics after transfer, or fire suppression, which fall outside the TEMS scope.
